The EU support to Ukraine: from the sanction strategy to a full fledge alliance?(BRET-Institut Delors)

The Jacques Delors Institute offered me the opportunity to share my thoughts on the current strategic posture of the European Union (EU) on Ukraine. The 99th session of the Euroquestions seminar took place in a specific context:

  • 10 years since the the EU-Ukraine Association Agreement of 2014, the annexation of Crimea.
  • 10 years of sanction strategy on Russia and Belarus (17 waves of EU sanctions).
  • 3 years of war on Ukraine (2022).
  • 3 years since the EU granted Ukraine the status of official candidate for the accession to the EU.
  • 6 months of resistance to the the Trump 2 administration strategy to force a deal between the Russian Federation and Ukraine.

As of today, to the EU, officially, Ukraine is : a priority partner and an official candidate.

In this critical phase, the stakes are high for the EU on Ukraine, in Ukraine and with Ukraine:

  • In the face of the decade long EU support to Ukraine, one can wonder whether it is bound to continue without time or financial limits.
  • Considering the heated debates on Ukraine within the UE, is this support to remain undisputed, unchallenged and unchanged? The “unwaivering support” of the EU can keep on going forever?
  • What are now the strategic goals of the EU in Ukraine?
